The federal acquisition system is undergoing its most significant transformation in decades through the Revolutionary FAR Overhaul and GSA's legislative proposals. These changes will fundamentally restructure how
$700 billion in annual procurement flows—creating a system that could reduce small business participation from 26% to 16%, representing a $72 billion annual reduction in small business contract dollars.
Why This Matters Now
The FAR Council expects to complete this overhaul in late 2025, creating a narrow window for action. Without intervention, these reforms will:
Shift $600+ billion to discretionary status where Rule of Two protections don't apply.
Shrink protected small business markets from a $10K–$250K range to only $100K–$250K.
Increase non-transparent spending 30-fold, from $3 billion to $90 billion.
Create systemic uncertainty through non-binding guidance and regulatory sunset provisions.
