FMI processes roughly 30 million federal contract actions reported to FPDS, fiscal years 2022 through 2026, and reconciles the results to the Small Business Administration's published goaling figures. The methodology is published. The code is public. The releases are archived with permanent identifiers. Anyone — a member, a journalist, a congressional office, a skeptic — can reproduce every number.
What the measurement shows
- $3.45 trillion in federal contract dollars measured and reconciled, FY2022–FY2026.
- 56,728 distinct small businesses won federal prime contracts in FY2025 — down from 62,862 in FY2022, a 9.8% contraction of the supplier base in three years (FPDS-NG).
- Small business dependence on orders under consolidated vehicles rose every year of the window — from 66.0% of small-business dollars in FY2022 to 70.7% in the current partial fiscal year, against 56.7% for the market overall.
